NB Death Stroke healing debuff - how does that work for an "instant" ability?

Looked around in forum, can't find an answer to this: NightBlade's Assasination tree Death Stroke ultimate ability - the damage part makes sense - it's instant, and the amount scales with your level of ultimate. But what about the 50% healing debuff on the target? That has to have a duration or else it's meaningless. How do you know how long it lasts? Does its duration also scale with the level of ultimate when you activate Death Stroke?
And yes, I'm aware there's a LOT of discussion about this ability being nerfed, broken, etc. - not interested in discussing that. Just want to know how the heal debuff is supposed to work - duration and whether it scales w/ultimate. Not trying to start yet another discussion about "broken" things about NBs.
