The Arena Set - Bugged?

I just made a set of "The Arena" armor. I have 2 armor pieces, 2 swords (dual wield), and my alt weapon is a bow (all are from the "Arena" set"). Depending on which bar I'm using, I should alternate between the 3 piece bonus (+175 to Health) and the 4 piece bonus (+175 to health, +390 Armor).
With no weapons equipped (2 pieces of the set, no bonus) I have the following:
Health: 1787
Armor: 1550
With the bow equipped I have the following (3 pieces of the set):
Health: 1962
Armor: 1550
With the 2 swords equipped I have the following (4 pieces of the set);
Health: 1962
Armor: 1550
The tool tip says I have 4/5 pieces equipped, why am I not getting the armor bonus?

thebigfist✭✭✭I havent owned the arena set, but I am curious. There aren't "unique equipped" in ESO. Is it possible you have 2 swords (exactly the same) and the game believes it is the same item, thus only counting it once? I have seem TES games have this issue before.
Can you test by crafting a dagger, axe, or mace to set as off hand?
Otherwise, it maybe bugged. Seems A LOT of the sets are bugs. More set bugs got introduced in the last patch as well sadly.Edited by thebigfist on July 3, 2014 6:27AM1 -

✭I changed it out a bit, using three armor pieces and 1 1h sword with the arena set. The other weapon (1h axe) is another set, and my bow \ second weapon is the other set as well.
Same issue. I get the three piece bonus, but not the four. Also, the Arena pieces are not all blue and shiney like the rest of my gear. I made them the same motif as my previous armor (Argonian) which was blue with silver trim. These are brown \ dull colored.
