Encourage Multilevel Fighting in Alliance War
There needs to be a higher reward system for fighting for keeps and Scrolls. The Mid to High level vets are breaking off into ganking squads all the time to earn max achiv. The lower level vets and regular level players do not have a chance for keep wars while there are no high lvl vets supporting them. Causing a real "separatist" environment in Cyrodil making it virtually useless at times. Lower levels loosing interest. Keep capture should have higher reward than ganking to encourage multi level groups.

Capturing keeps is boring - ganking lemmings is fun. Add more things to do in Cyroldiil so the lemmings have other things to do.
Adding more reward for a boring activity that also promotes lag is not a good idea.1
