Reduce spell cost not working properly?

My jewelry with reduces spell cost by 20 only reduce spell costs by 14 each.

    Because you also have 30% cost reduction (LA, class/racial passives, seducer set).

    % cost reduction is applied after flat cost reduction.
    Opinions are like buttholes : Everybody has one, and they usually stink.

    3 things to reduce stamina/magicka imbalance :
    - Use magicka to block abilities costing magicka, instead of stamina.
    - Add % damage reduction to heavy armor.
    - Add block penetration to 2H.

    It's effect is negated by passive cost reductions.

    Does the math work? Yes

    Does it make common sense? Maybe, maybe not.

    Will you please explain how flat reduce cost is mitigated by % reduce cost in this instance?

    Magicka cost=(base cost - flat reduction)*(1-passive reduction)
