Class level skills - stuck at third level

I have two skills, concealed weapon and Impale which have been 'stuck' at level 3 for a looong time, do I need to advance in levels (e.g. from VR4 to advance these?) or is is something else?

    The majority of skills need normal XP to advance. You gain little to no normal XP in vet zones.

    Quest for a while to get them to 4. You get great exp from questing.

    I think i'm still getting xp, along with vr xp from the vr levels. Use combat cloud add on which displays xp earned after a fight.

    The only way these progress in Vet levels is by completing quests, dolmens, Zone bosses, solo dungeons. Be sure also that whatever ability you are wanting to level is displayed on your bar when completing one of those objectives.

    One technique I've been using - if you are trying to level abilities you don't use frequently try setting up 5 abilities on your second ability bar specifically for leveling. When I complete a quest (great way to level them fyi) I switch to my second ability bar which has everything I want to level all set up - before I turn in, swap and get them XP, then swap back and continue on.

    Just because no one asked yet: those abilities are on your bar when you get the XP from kills/quests, right?
