Do rapid strikes attack speed stack with Haste?

I was just wonder the morph for flurry which is called rapid strikes does it stack with the night blade ability haste. Rapid strikes increase attack speed for 15% to 18% and Haste increase attack speed for 30%. This means if you you can get enough attack speed for 38% attack speed for about six seconds plus 10% for medium armor passive. so 48%. You can also increase attack speed putting traits on blades. It would be nice if they stack because it could make leeching strikes more viable heal for a night blade.

Attack speed is utterly worthless, if the attack speed of rapid strikes decreased the cast time of rapid strikes it might just be worth it. But it doesn't, so it's not. Pretty sure the attack speed does stack, but it stacks as a percentage of a percentage, like with the divines trait.

Right now all the attack speed is useful for is slightly quicker light and heavy attacks, which are hardly used anyway.

But then Zenimax seam incapable of even recognising the disparity between Stamina/ Weapon and Magicka/ Staffs builds. Witness the nerfs to Hundings Rage crafted 5 set bonus, and the MEGA nerf to glyph of rage.
