At first glance, nothing but a fellow Bosmer holding an apple... It must be one of those new fangled pet apples that everyone has been talking about in Vinedusk...

Well, theoretically if it dropped off the tree it would be alright, but it does seem to be out of place for the Bosmer.

Just to quote part of the meat mandate..

"Do not eat anything made from plant life. Eat only meat"

So no, apples even if they've fallen off the tree arn't ok.

There is an entire sect in that zone actively fighting against the green pact.

Yes, but that means they can't use potions made from plants, yet we know Bosmer use potion made from plants, in fact they have spinners (alchemists) in every village for precisely that purpose.

In game it's said that they can use plants if they drop naturally. So it's alright to use flowers that have dropped of the plant, and wood if it's on the forest floor. Which implies that it's alright to eat fruit if it drops off the tree naturally.

Also, the Green Pact only covers Valenwood's plant life. If the plant material came from somewhere else, it's fair game. It's not difficult to imagine them importing fruit and vegetables from elsewhere.

Who wouldn't love fruits and vegetables that are delicious and affordable?

After having wasted hours in UESP trying to figure out the exact limitations of the green pact, the only thing I can say for sure is that the exact phrasing changes in each related lorebook, which can result in contradicting opinions.
While some texts give the impression that the prohibitions are absolute, others are more vague, and many in game incidents in ESO hint towards what @AlexDougherty‌ & @Neutronium_Dragon‌ are saying.
