Some VR1-3 crafted set items not as good as (same set) level 50.

I was upgrading my leather armor to level VR 1-3. I was making the same set and noticed that the armor level for the VR1-3 on some items .....WAS LESS than the level 50 crafted set items.
Given the rarity of the VR 1-3 material and the crafting level required I think it should be higher with VR1-3 crafted sets.
The set I noticed it on was Whitestrake’s Retribution.I suspect this might be the case on other sets.Please look into this .
