Why is 1.2.3 such a huge patch?

My download speed tops out around 300k second, I fired up ESO at 4pm this afternoon to do some quick quests, the first time I had a chance to log on since Sunday. 6 hours later it's still going. 66% complete and another 4gigabytes to download. Then again, there was 4gigabytes to download 2 hours ago but when that finished it wanted to download another 4gb file or two, so I don't know if this will be the last one. Since the previous patches were only a few hundred meg, any ideas what makes this one so freaking huge? New hi-res textures for every model?

The game takes 39gb on my disk so far and hasn't finished patching...

As you could read here, our second major content update has been implemented with the last maintenance.
The size of the patch reflect the amount of new features.0
