Speed Hacker in Wabbajack NA

I'm on Wabbajack DC and just encountered a speed hacker in Wabbajack Arrius Keep.
He moves very fast, couldn't get a name. Has someone encountered the same issue? Saw him use disintegrate and staff. dispose off a player and ran off. (By ran off more like zoomed off) It's as fast as the bots coming out from way shrines and leaping into the air. Yeah, that fast.
We can confirm that it's not the 220% sneak speed as he was sprinting in animation, and it's so fast he can zip from mine to keep in a second.
