Altmer passive Spellcharge not working?

Just started an alt today. With one point into the passive it is suppose to increase magic regen in combat 3%. Wouldn't this be reflected in the character page? I checked it twice after initiating combat. There wasn't any change in my regen during combat. I tried logging out and back in, but it didn't show after that either. So is this passive not reflected in the stats when it's active or is it not working?
