Night's Silence Set Bonuses Not Working

I am not a vamp and do not use concealed weapon so there should be no sneaking speed bonus conflicts and there is no movement speed increase on my character. the 5% weapon crit bonus is also not registering on my character stats.
Please look at this set as i would really like the bonuses
