Is it me or am I misisng a stamina regen from when I use hide skill (Nightblade) ?

I used to get stamina regen when using the hide skill but don't anymore, and I'm big noob at theorycrafting, is this bug or intended?

    The skill was changed so that the stamina regen boost is permanent.
