Extended Chains Cost Reduction?

The patches notes stated that the cost of the DK skill Extended Chains (morph of Fiery Grip) in the Ardent Flame line was to be reduced. The patch notes did not lie, however the cost went from 420 to 392, and I was wondering if this was really what they intended?
I'm glad they're making changes and attempting to balance things out, but this kinda of seemed to follow along the footsteps of the Werewolf change (925 ultimate to 725 ultimate). Both skills costs got reduced, but are still insanely expensive that it almost makes no difference. I mean 28 magicka is not going to make a difference (less if you have magicka cost reduction passives) and I don't really see this skill being anymore or less useful than it was before.
My question though is, wouldn't it have made more sense to drop the cost to around 300 or at least 320? That would have made enough of an impact to really make the skill more interesting/ viable for builds in my opinion.
