Game lag spike and accelerated graphic

Since 10 days more or less I'm experiencing the following problem, I got 1,2 sec of latency and afther that graphic will accelerate, I see everything going faster and faster O_o, this happen expecially in Craglorn, seems not happening in Daggerfall for example.
Somethimes it's impossible even to target a mob...because I see them running here and there on the screen, it's like a Benny Hills movie....Spell are coming down faster than normal ( for example the rain of fire of the mini boss in Craglorn ).
You can imagine how could be playing as an healer in a situation like this one...
The internet connection in other games works fine, no other issue , and the ping to the servers seems to be ok 100/120 ms.
I really don't know what to do.
Any other users with the same issue ?
