Scalding Rune (Fire Rune Morph) appears to not be applying the dot

Since the patch scalding rune is not applying the fire dot as far as I can tell. I just use the ability and the mob loses no additional life past the initial hit. I tried this on various mobs types and mob levels with not luck. Am I alone with this issue, or has anyone else noticed/had this issue (yes I /bug'd it in game, I am looking for additional player feedback). Thank you in advance!
