Did ZOS de-nerf our arms?

I seem to be able to reach barrels and crates and things like that again without having to be right on top on them. I think this affects combat, too. It was always a pain to interrupt spiders feeding on corpses, I think because of the height mismatch and my tiny, tiny arms. But I interrupted a few spiders tonight without much struggle.
