City of Ash - Region Free of Craglorn

In an interview of Paul Sage he has apparently said that ZOS are releasing a new Veteran Dungeon called City of Ash and that they are releasing the "Region Free of Craglorn".
Does anyone know what he means by the Region Free of Craglorn? Is the zone going to be opened with the option of it being without Veteran content or the zone will just be opened and anyone can do it at any stage with Veteran content? I'm not sure what that statement means.

Yeah that is interesting. Will they add some form of option where you can choose to take part in apprehending them or do you have to choose to be a guard for a period of time. Lots of options with that but bringing PvP to the PvE zone has the potential for some bugs so I hope they watch that one.PUG Life - the true test of your skill

✭So what about an Assassin mission where one player has to assassinate a target and another player has to prevent the assassination by killing the assassin? Maybe do the mission in Cyrodiil as well so you have to make your way through a horde or players to get to the target but the mission only activates once both players are there.PUG Life - the true test of your skill

I wonder if he means "anyone from any alliance" can go there. That would be cool!
It would be a place for open world pvp - or working together, but with lots of friendly fire.
