Do Outpost Guards Get Buffs?

Do outpost guards get any buffs? Keep guards and mages and such get the five tier buff from resources (and resource guards have buffs in and of themselves) but how does it work with outpost guards? For example, if the EP held Sejanus, and BRK also belonged to the EP, would Sejanus' guards receives whatever buffs the guards inside BRK are? Thanks
