Yes, for flame staff I have warlock, which sustains me, outside long fights at least, and for resto staff, there is a wild heavy attack regen that makes you NEVER run out of magicka. I actually switch to resto staves on dolmens to regenerate my magicka pool, if I have to fight hard too long with flame staff.
Though if I was the dev, I'd increase ALL regen CAPS and all regen BASES. Generating less than 10% of what you spend is just ridiculous.

As for PvP, bashing heavy attacks is the ONLY thing that keep healer from being immortal, since ALL resto skills (even the last, if you take the instant morph) are INSTANT, hence unable to be interrupted. If you think you're supposed to dominate Cyrondil because you have a staff, you're mistaken.

The same as PVE: Cadwell's Gold zones are empty (even for EP! AD and DC zones just a desert!), Craglorn is nearly emptyOf those few ppl left who still play ESO, only a tiny fraction does PvP.
Just look at campaigns. All of them are near-empty. They were almost all totally full at launch. Even out of those who cared to actually CHOOSE their hope campaign, just a tiny fraction actually enters cyrondil.
So yes, I do think PvE playability should take priority. Stamina specs are just not usable (outside PvP) above level ~30, so VR zones are just madness. Also, for dungeons, they deal less than half of the damage of light+resto/destro mages.
Staves already have magicka regen. Destruction staves have a passive that returns magicka every time you kill an enemy with a destruction spell. Restoration staves return 10% of your magicka on every heavy attack.
There's no need for cost reduction. Or are you suggesting that all melee weapons should restore stamina with every attack as well?
