[suggestion] Another toggle mechanic

Since my previous topic was ignored/probably disliked, I want to suggest another one.

Premisses:
1) Low amount of active abilities
2) Delays, slow reaction on abilities use
3) Strange weapon swap
4) One button boring gameplay

As solution, you can
1) Core: Add some new independent slot(s) for only spells/skills with toggle mechanic. Since all classes have access to toggle (mage light atleast).
Toggle will work for both weapon panels (if activated)
Toggle on this panel will not affect any passives (example, if you put mage light on standart weapon panel, it will work with Magicka Controller passive, but if you put it on toggle panel, it will have no effect)
Similar toggle on both - weapon and toggle panel will not work together. Or you can also prohibit toggle on weapon panels ofc
Add quick buttons to on and off it.
2) Core: Add one more passive in soul magic.
Soul chi.
1/2 - Unlock toggle panel. Give you 1 slot in toggle panel
2/2 - Give you 1 additional slot in toggle panel
3) Optionally: Rework some spells/skills for classes which doesn't have alot of toggles.
4) Optionally: Add some weapon/stamina build usefull toggles

i think it will enough for start. anyway zos doen't listen and will do something strange versus really usefull for more fun gameplay
