Why do the Soul Shriven get housing in Cold Harbor, but players don't in game?

I never understood why the badguys treat their slave labor so well.

They get masonry houses to live in.
There's a roaring fire in almost every hearth.
Hardwood floors.
The places look like they're in need of just a little sprucing up to go into the big $$ condo market.

And why do they bother supplying cloth/clothes to the slave labor, either?
Much of the population is mind-dead drones any way, so why bother?

And you notice they are so well off there are containers to loot?

Too many amenities, if you ask me.
I wonder how many bank and inventory slots THEY get....

    We're getting housing too.. it's just a ways off. Apparently the soul shriven masons of Coldharbour didn't plan on adventurers actually wanting housing, and thus got to work on it a bit too late. Now we have to wait on them to build us our things.

    And technically, you did have a "house." Sure, it was a small cell but it had a bed and it was all yours. But noooo, you just had to go out adventuring and see the world. The roof over your head wasn't good enough so you trashed it and left it for the next guy. That real estate train has passed.

    Firstly those houses lack a decent roof, and those hearths have collapsed masonary lodged in there, not to mention no doors and holes in walls. Fixer upper, maybe but the neighbourhood has gone to hell <pun intended>.

    Secondly, those slaves may be mind dead puppets, but they still have physical needs, or they die. And death is a release from the physical suffering, of course Molag Bal still has their souls, so the spiritual torment continues.

    I knew I shouldn't have left. 3 meals a day, a bed, sigh. Now I'm living in the streets from city to city.

    Don't forget the great community you left behind. The landlord was a bit iffy, but the neighbors were so lively.

    Just CLAIM a house. Go there, and yell at any player that walk into your house.
    Better still, claim a house in Cyrodiil.

    Daoc has had fully customizable (well, sort of) housing since 2003.

    You get to set everything up yourself from your wall/roof materials and garden with flowers, trees, fountains and guild banners to the interior with furniture, paintings, torches, remains (dragons heads, enemy guild banners dropped in pvp) etc.
    Personal and guild chests (vaults/banks) with customizable permisions, personal/guild merchants where you could sell your stuff.

    And it wasn't even instanced!

    I mean, if they managed to do it more than 10 years ago while also releasing an expansion every year...
