So I was on my Altmer lockpicking a chest and a thought occured to me. When you beat the MQ "New Lands" open up. Which means you can have your Ebonheart Pact toon do the Aldmeri Dominion areas visa versa etc etc, but with Vet level NPCs...so if I had waited and used my CE maps in these "New Lands" would the chest items be Vet Level? Really gonna kick myself if thats true.

I believe they are scaled to your level. I can't be 100% certain, as I have not used all my CE maps (not tried to get them in veteran areas), but the ones I did use contained blue gear of my level.
Worstluck - Breton Nightblade "Some of us refused to bow. We knew the old ways would lead us back to having a kingdom of our own."
    ―Madanach
Elfluck - Dunmer Dragonknight "When I will walk the earth again, the Faithful among you shall receive your reward: to be set above all other mortals forever. As for the rest: the weak shall be winnowed: the timid shall be cast down: the mighty shall tremble at my feet and pray for pardon."
    ―Mehrunes Dagon
Deadluck -Imperial Templar "Men are but flesh and blood. They know their doom, but not the hour"

Yes, the chest loot is scaled to the zone level it is in, which means a VR zone will give you VR level loot for your CE maps ...

No. The CE Treasure chests are level appropriate for the region. I believe I was around level 20 or so when I went back for the Bleakrock Isle CE map. The stuff inside was level 4.

They are rather lackluster to what you have, though. Make for good decon material, though.

I believe that was a bug that's since been patched.

The answer is yes and no. They level according to your character's zone. So if you're in EP and hang onto say, the Shadowfen CE maps, they don't level up to you, they stay in that level 30 area because that's what the zone is for someone in EP. But I'm pretty sure VR content levels up to VR for the CE treasure maps.

And the CE treasure maps are pretty decent for people not sporting purple/yellow items. It's usually always green and blue.

They are the level of the zone. So yes, if you open in VR10 area instead of 45 area, items are VR10.

Dont kick yourself too hard. They never have traits or sets, so just blues. Only worth the upgrade materials you can extract from them.

Every one I have opened (all of them) has had 3 blues. No more, no less, no different quality. Never had traits or sets. Just blue quality enchantment on blue quality gear of the correct zone level.

From my experience, they're most helpful for new characters. My EP toon found two blue weapons in the CE chest in Bleakrock when he was level 3 or so and i used them until i finally found something better at level 8.

Later in the game, they become deconstruction material because you can find or craft much better gear yourself at that point.

I THINK ThePonzz has it right.

If like me you started in Daggerfall, even when you get to level Vet 1 your CE map for say Glenumbra, will still be for the level of that area (which I think is 5 - 15)

However, after completing DC and the main quest , it then sends you to AD, but as everything in AD is now vet level, so are the contents of the treasure chests.

I could be wrong, but that is how I understand it works, otherwise there would be zero point of any of us to use any treasure map when we find them until we are Vet 12

All chests, regardless of how you find them (In the wild, using a treasure map, using a CE map) always have loot that is leveled according to the zone level they are in.

In a level 5 zone, they will have level 5ish loot
In a level 30 zone, they will have level 30ish loot
In a VR2 zone, they will have VR2ish loot

They only exception i have found is soul gems found in chests, which are always at your characters level.

It is by map, not character level
