Dungeon XP, revisited - looking for a dev response

A large thread and poll about "xp parity" back when the game first launched has gone ignored by ZoS, and for me and many other players it needs to be renewed.

In ESO, leveling characters in dungeons is not possible due to the almost NIL xp you receive upon dungeon completion. Only thing I've read from the devs is they intend to make dungeons "more rewarding." Does this mean pre-VR dungeons? Does "more rewarding" mean more xp?

I play the game like a regular MMO. For me, this means playing multiple characters using multiple builds for multiple roles across a couple of factions. I am stalled in my 20s because I cannot find a decent source of xp outside of solo quests (which MUST be run multiple times if you play more than one character in a faction - and yet again at vet levels). Normally I'd switch things up - as soon as I'm tired of questing, I'd go run some dungeons or PvP to advance my character. No can do in ESO.

UNLIKE EVERY OTHER MAJOR MMO TITLE ON THE MARKET, there is only a single realistic way to get to 50 in ESO - solo quest for at least 80% of your time (probably more). (I do not consider mob grinding a legitimate way in a AAA title with a sub.) This is due to lack of "parity" in ESO xp, where probably 80 percent or more of your total xp MUST come from solo quests to reach level 50.

In its current iteration, pre-VR ESO - unlike every other major MMO - is primarily a single player experience. Is this intended by the devs? Or was nerfing dungeon xp into the ground merely a snafu as most MMOers originally thought?
