Mouse Cursor

I looked in the usersettings.txt file and there is no persistent mouse parameter. Is there any way to render the mouse cursor at all times? It bothers me that an idle mouse will make the cursor disappear.
Note: I'm strictly talking about during conversations and tooltips. Not while running around / in combat etc.
