a question about motifs

I have found 2; one for orc and one for dunmer. I haven't read them yet because I'm not sure if I will keep these characters when I transfer to console. Are the motifs like recipes and good only for the character who reads them? Have motifs become more available after recent patches? I really haven't been too far afield yet and I think both that I have were found near the bank in Vulkhel Guard.
Scura di Notte - Altmer Nightblade (gear)
Lalin del Sombra - Bosmer Sorcerer (alchemy/enchanting)
Angevin Sarkany - Bosmer Dragonknight
Alkemene Velothi - Dunmer Warden (Morrowind)
Sanna yos'Phalen - Altmer Sorcerer (provisioning)
Cosima di Mattina -Altmer Sorcerer
Naria Andrano - Dunmer Templar
Luca della Serata - Redguard Templar

When you read them, you learn that craftable style for that character only. Vulkhel Guard bank is a good place to look for them. If you open every nightstand, dresser, trunk, etc, while you play, you will get them pretty frequently. Plus the racial ones are really cheap, so I wouldn't worry about learning them. Go for it.
Worstluck - Breton Nightblade "Some of us refused to bow. We knew the old ways would lead us back to having a kingdom of our own."
    ―Madanach
Elfluck - Dunmer Dragonknight "When I will walk the earth again, the Faithful among you shall receive your reward: to be set above all other mortals forever. As for the rest: the weak shall be winnowed: the timid shall be cast down: the mighty shall tremble at my feet and pray for pardon."
    ―Mehrunes Dagon
Deadluck -Imperial Templar "Men are but flesh and blood. They know their doom, but not the hour"
    ―Uriel Septim

Yes they work like recipes. The first nine for the basic races (like the two you found) are pretty common now.

They did nerf down the drop rate of motifs a while back, but they've upped it again in the past couple of weeks (prices for the rares have dropped from 100K+ to 20K or so in the last two weeks).

Go for it and read them. Even if you can't find another one later they are always available in trade guild stores for between 500-1,000 gold for the basic nine.

Attention Zenimax: Stamina builds don't hold up to magicka builds, and this is causing most of your class imbalance. It makes melee weapons and bows weaker than staves and class abilities. It makes medium and heavy armor less desirable than light armor. Fix this imbalance, and you'll address most of your balance issues.

I found my first one a couple of weeks ago (though I really don't look for them all that much). It was a Kajit one. I went ahead and read it because it would only get me maybe 500 gold and, frankly, I hate the Nord curaiss style that I was stuck with.

As has been said in other comments, you might as well read them on your crafting character, (wood worker, blacksmith, clothier), even when you move to the console server, you won't be taking those books with you anyway.

@Cabot‌ Actually they have said you will be able to transfer your characters to the console version when it is released:

I guess you can tell I've no plans to move to console, so have not kept up on the newest info. But, this just makes the point, a non-issue, read the books here, or read it there or if it is more a matter of "Sell them here or sell them there..."?

If you find Motifs 1-9 read them. I have 1 main and 3 alts and they have all read all of them, without ever buying one. They're pretty common. If you find Imperials Cyrod Motif 10 (or higher) I would advise you to keep them until you find a second one.

Thank you. I was looking at ESO Fashion and decided I liked the look of Orc medium so I gave the motif to my Bosmer Nightblade since she wears medium. I guess I could just make an alt in each character whose gear I like id I can't find the motifs. I really like the Khajit staffs. I finally found the jack my Bosmer is wearing. She found a Magic one and I had seen no one with anything similar. I have discovered it is Redguard medium level 1 but it looks really good on the Bosmer. I'm still kind of feeling my way around and learning how things work. My early efforts in any rpg tend to be disorganized and random. It took me two years before I really had good streamlined characters for Skyrim. I take things slowly, can you tell? :D
