However there is no reason they can't carry bottles of blood around, heck you used to pick up bottles of blood from them in Oblivion.
Obviously it would be hard to introduce into crafting, and would it go into alchemy or provisioning. So the best option is too give vampires a blood bottle vendor.
Oh but lizard and cat people are ok? Gimme a break.
Either let me feed on townsfolk or give me more stuff to eat in the wild. I don't care what it is as long as it has a heartbeat.
You persnickety little vamps make me sick.

Here's a thought: Stage Four vampirism isn't all that bad. You're basically more powerful, and your susceptibility to fire doesn't increase with the higher stages. I think your health regen is reduced, but you as a player can mitigate that with gear, potions, and a good roll dodge. You look a little scarier, but that's minor. Now, if you want to roleplay it, that's a different thing altogether, but otherwise it's really not necessary to stay at Stage One.
My biggest problem with feeding is how it looks. It looks more like a demonic water fountain than a vampire bite. Something looking more like a bite would make me happy.

The only thing they you gain at stage 4 is a reduce cost to vamp skills, which there are only 2. A low health regen really hurts as pots become less effective and even other players HoTs are affect. Being stage 4 is almost guaranteed to get you killed when the fighting starts.

Argonians and Khajiit are sentient, so yes they are ok. Now where do you want that break
I would have no problem with you feeding on unimportant Townsfolk, so long as the don't provide quests or are shopkeepers. I also said I have no problem with vampires carrying bottles of blood.
Also I may be persnickity, oh yes I may, but I ain't no vampire.
I just want to preserve as much of the lore in this game as possible, and one of those points of lore is that when Molag Bal create Vampires he wanted them to terrorise people not cows. Thus he made so that a Vampire can't feed off animals, otherwise they would be feeding of deer and skeevers, and avoiding towns and villages.

LIke the Cullens

This is not something you should be able to get easily (if at all). Besides, Werewolves really need a buff before they make Vampires even better than they are now.
Why stop there? Add herds of pretty soft kitties so we can all get some in the field!
