It works but HP regen takes some time to update both when slotting your first or unslotting your last summoning skill.
Oh. I've never noticed this bug.
Now i can't play, my HP regen is too low

Yes, if your completely stacking it health regen may be beneficial. However, it's probably the least of what you are losing from tossing the heavy armor passives that make tanking in heavy the choice.

I had an interesting build idea for the ultimate pvp/pve tank (even sorc could do it) with tons of hp regen, infinite blocking capability as well as dirt cheap breakfree and high healing taken bonuses including malubeth. It looks like the passive may work afteral, as @Faulgor mentioned, swapping forces is to update and it seems perfect now. Thanks @Faulgor I totally forgot about that!

I Play a DK Tank in PVP, well more hybrid Tank. With histbark and Magnus set.
Be able to permablock 4-5 Players. Killing (when they dont escape) almost anybody in 1v1 and supporting teamights with tons of cc and shildulti from Support. Its a fun way to Play.

It's quite nice to regen that fast, but my build currently can't do much else. He's just a VR1 tank, and I didn't have a lot of fun yet in dungeons with him. Maybe I'll reconsider when veteran ranks are removed and he can get better equip.
But Nord or Orc Socerer seems to be the only way for maximum health regen. Quite amusing.
