NPC's all seem dead

anyone feel like the NPC's in this game are just dead? I will be in a city, there will be multiple groups of 3+ npc's all huddled in a group, but no one says anything. They just stare in front of them like as if they were slaves in coldharbour.

Maybe I'm weird to observe this. But in skyrim there would be people walking around who might say something to you, sometimes they will say rumors or news of what is happening in the world. It is a small detail but it makes the world seem a little bit more alive, and a little bit more connected.

    Are you sure you have the slider for that type of sound effect cranked up in options/settings?

    I have to agree with you. Exept for vendors, there is quite a bit of NPC interaction with the world.

    I had a mod in Skyrim called "Guard Dialog Overhaul." It removed the snarky comments from the city guards. I wish to God I had it in this game. The guards are downright mean. Trust me when I say that most of the NPC chatter isn't something you'd want to hear anyway.

    When they mouthed off to me in Skyrim, I would sometimes sneak back and kill them.

    Even when once in awhile I was seen, the bounty on my head was worth killing their smart *ss.

    Wish we could do that in this game.

    yes some guards are mean and rude, like the ones who say "if I wanted your opinion, I'd give it to you" "I'm not exactly known for my patience" etc etc...

    Make faction reputation based.

    Earn no faction? Get beaten to a pulp by faction NPCs.

    Have faction? NPCs engage PvE mobs or hostile PvP players you train to them.

    Pull a weapon in a city? Regardless of faction, NPCs kill on sight!

    Make NPCs lootable!

    Kill opposing faction NPCs and sack their cities!

    Defend your own faction NPCs and defend their cities!
