Shrouded Armor set 5pc set bonus, 4pc total?

Since they gave every existing set in the game a 5pc set bonus that didn't already have it, I was expecting them to complete this set with an extra item to do so. Someone told me they added Pants to the set, but I haven't seen them or anyone advertising for it; low level or veteran. So did they forget to make a new piece for this set or is it just extremely rare drop?
