I'm imperial edition, and yes you can. Well I'm not where I can get in game to check, but I don't think you can convert to Imperial on characters that aren't Imperial race, even if they're on an IE account. Apologies if I'm wrong. I only have one Imperial out of 7 characters myself.
So yes, Imperial edition players, all races all characters and all levels can be converted to Imperial style. I have found a few items that wouldn't convert, all unique quest rewards. As far as I am able to tell, all crafted and dropped items, and most quest rewards, can be converted.
Yeah, I'm a provisioner, and I've had people tell me they sell for anywhere from 100-200K. The worst part is, they aren't even very good. Yes, purple recipes improve three stats instead of two, but for much less of a boost (at least in relation to their cost).
