Who and What Are Relulae, Gilien, and Caritaale About On Beach Near Banished Cells?

In northern Auridon on the beach area by the dungeon entrance to Banished Cells there are 3 NPCs that each complain about the other two being crazy and if my PC is part of it. Their names are Relulae, Gilien, and Caritaale. What in the heck is trying to play out here? I'm stumped.

I don't remember for sure, but I think that they're just there to point you to the Banished Cells (or possibly to the guy trying to get into the nearby ruins to claim his ancestors' magic) if you haven't already had someone point you in that direction.

Doesn't make any sense. They don't point toward anything but tell me to stay off their beach. To bad you can't draw them together so they can fight each other to the death! If there is a more specific quest still undone with them I'd like to do it. But I've finished Banished Cells and the other dungeons in the area. The other one closest to the beach doesn't allow entry at this point. Was it the one a woman up above when approaching this area on the path asked me to help her with? She has disappeared and I'm pretty certain it was finished.

You know every darn developer that does these games does them differently. It would be very nice if one could review all FINISHED quests. Might discover that although I thought something wasn't finished and I couldn't get started again was actually finished.

They are part of a quest called Rightful Inheritance.

Although they're part of a quest, there are other places in ESO where one or more random people are highly protective of stuff they've laid claim to.

And no, I'm not referring to node farmers.

For instance, in Cyrodiil there's an Argonian with a chest he's very protective of on the north shore of Lake Rumare.

And there are two or three characters somewhere northwest or northeast of him who are very protective of a mound of dirt (buried treasure chest) they've laid claim to.

It helps add color to the game.
