Ultimate not charging?

I'm playing my sorcery alt and just noticed that my ultimate stopped charging. It was barely charging (at 2 levels over enemy level?!) and then just zeroed in the middle of a fight (without use) and hasn't charged since. Re-logged, same. Anyone else seeing this? Was this part of the "reduce ultimate points" fix? Or are healing staffs no longer generating ultimate points at all?
