I cannot complete A Favor Returned Deshaan quest because I keep on failing at following the courier, he always detects me while I'm in sneak mode and I always have to go back and talk to the dark elf girl again every time I fail at following the courier, what am I doing wrong???, I really want to complete this annoying quest in TESO, please help me to figure out a way to complete this quest someone!

Even if you go into sneak mode, he'll notice you unless you maintain a good distance.

Whenever you hear the quest giver (psijic voice) warning you not to get too close, back off a few steps. I think 30 metres is more than needed. I stayed around 10 metres back and stopped when the courier did. I got spotted once early on in the quest, when I tried sneaking quite closely, but as Sihn said, sneaking doesn't work here.

To reiterate, as soon as you hear the guy on your side give out a warning, step back.

You may find it useful to switch to walk mode if you find yourself getting too close on auto-run.

How do I switch to walk mode in TESO???

Hit Escape, Controls, Keybindings, Toggle Walk/Run. Then select which key you want and bind it. Use that key to switch back and forth between walk and run.
