Is questing still the fastest way to level?

I assume you still cant run miltuple dungeons to viably level?

And you still have to run quests to level after 50?

You don't 'have' to run quests at any level (although you have to complete story mode to progress in VR)

Dungeons, grind, or PvP will still get you to level 50. Dungeons, trials, PvP and grind will get you to VR12.

I'd recommend NOT questing once you reach VR as it will screw up your game if you want to run an alt or remain loyal to your faction

The ways to level VR ranks (fastest to slowest) are:
1) Craglorn Dungeon Runs
2) Dolmens, World Bosses, Dungeons from VR zones (avoid quests)
3) PvP
4) Questing

PvP is currently much improved, so while slower it's less of a grind. 1 and 2 are a bit of a grind, but still better than quest grinding.

I haven't done a single side quest from zones v6-v10, I've only done the main story ones for the skill points.

I think with Craglorn they've allowed a bit of grinding to be done for those who want to hit v12 without having to quest for an eternity. Good idea too, imo

Most quests in VR are not against your faction, most are against internal enemies and dangers. You probably have to fight some against your faction to do the main quest line in some zones but not the majority and this is limited to a few quests.
I was able to get achievement for completing quests in two first zones in EP and the starting areas without fighting Dominion or Khajiit. Shadowfen I have to fight Dominion but I think the next two zones have less involvement with Dominion again.

You hardly fight EP at all doing the Dominion quests, you fight DC some but only in some quests in the last two zones.
