Ingredients For Provisioning & The Zones They Are In

I see a lot if not all veteran zones with lvl 1 ingredients. Wonder if Zenimax knows this and if its intended or just that they messed up and didnt put the right stuff in the zones according to level?

Actually, this is such a massive issue to me, I can no longer play vet levels. I rolled an alt to keep myself busy, but since there is no date for this to get fixed, I also cancelled my sub this morning.
