Location of "live" folder

I was following the instructions to install an addon, and realized this folder was not where the instructions say it should be. I use an SSD for my OS, and redirect all installs to other physical HDDs to keep the SSD writes to a minimum. Since I'm the only one that uses this computer I don't have accounts other than the main admin created. I've also redirected temp and library folders to HDD, including the Documents folder which is where the "live" folder is said to be. But what I've discovered is it's in the "All Users/Elder Scrolls Online" folder instead of "<my username>/Documents" - why would this happen, and how do I fix it?
I'm not sure why the "live" folder is not just placed in the install folder, that seems a logical place for it. But I can't figure out why it's not in the <username>/documents folder as it's supposed to be.

EDIT: I did manage to find the active "live" folder, the one in AllUsers was likely left over from the beta. I still think the install folder is a more logical location though.

    Because this is the proper way to do things. It allows each person on the computer to have their own addons. You cannot change the location, it will always be in the my documents folder. You can, however, change the location of the my documents folder.

    I've seen other games that simply create a subfolder from the install location for each user. Helps to keep everything related to that game in one place (at least as much as Windows will allow that).

    This is how WoW does it.

    Mine is run from my C:\backups folder. Same install I've used for 9 years across four computers.

    World of Warcraft\WTF\Accounts has four folders in it, one for each account that has logged in on this computer. Each account folder has a folder for each server that account has characters on. Each server folder has character folders.

    Those folders contain macros and settings unique to each character. You can set keybindings and addon load on a character by character basis too. Keybindings have a checkbox in the settings window in game for character specific settings, and the addons menu lets you set them as Default(global) or pick a character and adjust settings as needed. My raid characters all run my raid addons, but only my shaman uses ShieldsUP and only my priest uses PoMTracker for example.
