Unlootable Chest In Wailing Prison

I was running a new character through the starter area in Coldharbor, when I stumbled upon a chest that couldn't be looted,. I was standing in range for it, but it simple did not give the option to loot it at ll, nor say that it was even empty or not. I got pics of the chest in question, and a map shot of where it is below.
