I remember a cartoon of the suggestion box in some company that went directly to a trash can.
This type of company doesn't ignore customer ideas, they might not do them, but they would read them.
In Swtor you often heard people complaining that nobody took any notice of the suggestions, it was garbage. They read suggestions and evaluated them, only a few were ever implemented, but those few stacked up, and when you listed them you had a list nearly as long as a forum page. Not bad for not listening.
So an idea's page would work, it wouldn't mean that get implemented, just that they would get noticed.

I'm a really big fan of the way CCP handle this with EVE Online where they have a Features & Ideas section of the forums. Here players can post constructive feedback about mechanics which they want changed or ideas for new ones.
The developers can then look over the ideas and either take inspiration from them or use the bits they like.
This is also the forums they use for posting feedback discussions about new features or changes made to the game which players can test and debate with them.
It creates a much stronger player and developer relationship and keeps the rest of the forums clean for people to talk about other things.
Here is a link to see what I am on about. There are currently a large number of pinned developer threads because there is an expansion out next week and they have been taking feedback on it for the last couple of month, under their posts you can see ones posted by players.

Seriously, lets get the game fixed. Besides, the forum itself is an idea area by design. Besides, polls in the forums mean zip, nada, since they are not a sample of the gaming population here and merely a sample of those who saw the thread and chose to participate in it.
I suggest a nerf to creating polls, Maybe we should have a poll about that.
I was going to post a new discussion about this but decided to revive this 3 month old post. We really do need an Idea section of the forum, perhaps within General Discussion. We need a place for us to submit ideas for the future of ESO without them getting buried in the General Discussion.
Personally I like the way Sony has designed the Playstation.Blog Share site.
It allows users to post ideas and it allows other users to up-vote or down-vote them, as well as respond to them. The ESO community WANTS to be involved in ways that are more direct than making fan-art and fan-fiction (which both should totally should be implemented into ESO at some point through contests and lore-book publication!), we just need to proper tools to be involved.
What ESO really needs is an Auction Horse.
That's right... Horse.
