Low Level Bots in Coldharbour (Hollow City)?!

I've been playing ESO since launch; my main alt is level 47 and I'm just now getting into the Coldharbour section (with the Hollow City). Last night I witnessed for the first time the "bot train" while in and around the Hollow City. What I was surprised at was how low level each of the bots was, like level 2 and 3; how is that even possible? Is this area available when your a low level?

subecsanur✭✭✭Do you mean Craglorn or Coldharbour? I know of the bot trains all over Coldharbour and they have been an issue for a while.0 -

Anyway, my understanding is that whoever is controlling the bots will get a level appropriate character to the Hollow City and then just have their bots teleport to them using Travel to Player. Anyone can do this for lower level characters (sometimes legitimately - I have friends who will teleport guildmates to areas above their levels for group RP purposes).

I think I know what they are palying at. Those are only there to "loot". Everyone in your group get's a loot roll if any does enough damage to a mob. You might not need to be proper level to loot this way. I reported a similiar, possible exploit with dungeons.
The second would be that if you just have enough level 2-3, they will be able to take on even Level 47 Foes. Not so sure about this part. They might get one-shooted by every aoe/random aggro, but since they have no repair costs with starter gear this might not be an issue.
That you can teleport to guildies/groupmembers even to unknown areas is intentional. I used it to unlock the Reset shrines on more then one Character.
We even got a addon that tries to do that (not that bot users need that):

Gedalya✭✭✭✭✭The exploit I saw was terrible; I walked into a pub in Hollow City and a character (bot) appeared to drop from no where. Then 2 or 3 more dropped in the exact same spot; they all had terrible names like: "dfjadslk" and they were level 2 or 3. I then was doing a quest and they were there doing it too; when the moved the appeared to move fast through the are in a straight line from one point to another.
This bot problem is absolutely terrible! It wrecks the game if you are playing as RP.0
