Nobody in zone chat or any of the 4 guilds I'm in bother to answer me, so I guess I'll ask here. Why is everything scaled to veteran rank 5 in pvp zone now? I'm level 21! I wanted to get away from the tedious questing...

It's merely to prevent V12s from roflstomping guards, which you won't be engaging solo (and would be hopelessly outmatched against even if they were 50). If you want to pvp it's still the same, for the PvE quests it's still tedious questing and in sieges it's pretty much irrelevant for the individual with a decent sized raid0 -
