Edit: Also, is there a basis in lore for this? Players haven't ever had access to that kind of spell in prior games, to my knowledge.

It was in Morrowind, so there is a Lore basis for the spell.

Again, Nirn is a whole planet and we are just on one continent called Tamriel.

Not particularly, because they established a clear storyline for the dragons that was radically different from the traditional dragons seen in fantasy.
I really don't understand why you think I'm disagreeing with you. I think the ability would be neat.
I just want the developers to exercise caution when adding things to the game that haven't been established in the world already. I'm playing this game because I don't want to play WoW anymore.
