One of my favorite things about ES: Morrowind was being able to throw a piece of heavy armor over a robe. Made for an awesome armored mage look. Being able to craft a cloth skirt (even for a male character) would allow for a similar aesthetic.

Not to nitpick too heavily, but Morrowind wouldn't let you do that. Robes always went over your armor. You could throw armor over a shirt and skirt though, and end up looking really badass that way.
