Note: I suggest due to the difficulty of the quest, as you use werewolf skills only, that you are between level 25-30 for the bite. You will want to kill the mammoth and it is a pain in the butt, unlike the Vamp quest.

BTW, There are a ton of good resources out there for completing the vampire quest as low as Level 3. Basically you need a bow or Soul Trap and you employ kiting and exploit regeneration of the enemies to get the job done.

Here's a video I found helpful.

Edit: I have quit playing ESO for now, I will probably be back on track later on when Dark Brotherhood and Thieves Guild have been added to the game, but for now I stay out of ESO and are more focusing on my game design career in school.

Recent Status: I will probably be back on track in about 1-2 weeks or so and I can then go out in Tamriel and bite the people that want to become one of us.
