Quickslot problem

I have some items in my Quickslot that have a ZERO count but it will not let me remove / replace them. Seems to be frozen although I can use items that are still in it that do not have a zero count. Just won't let me move items to other slots or remove them and replace them with other items.
I tried reloading the UI and it didn't help.

If I wanted a Signature I would have a Signature --- but i don't want one so I don't have one.
