...although some advance warning would be nice... esp if ur in combat or PvP like I was. This patch should take care of the core problem people had with 1.1.2.

This hotfix as noted in blue box above resets vet difficulty to previous levels.

I can confirm that it finally fixed the npc levels and I can solo quest in a Vr5 zone without dying a ton. (still die, but not nearly as much )

The vet zone mobs are getting a lot more easy to deal with. Thank you for that as I spend most my time in these zones.

Aaaa well that would explain some things... alas no matter. AT least leveling isn't imposible now hahaha.
