Where to pick up "To Walk on Far Shores" quest?

This quest is magnificently broken. I abandoned the quest because the boss, Septima Tharn is broken (she wasn't splitting in two, nor summoning her army anymore). So where do you pick up this quest again?

I rode my horse around searching everywhere and cannot find it... Anyone know?
