Image/Tearing happening in my screen

I been looking and this patch has created a lot of problems for other people but I have yet to see this one.

I deleted all my add-ons and tried messing with the video settings some and I still get it:

When I use my bolt escape i get this:

and i get this when I target stuff:

The images are always changing but they are the same images.
Have no clue what it is, BUT I HATE IT!

I guess im the only one having this issue where you see images when using spells or targeting something??

I have tried different char, still does it.

I did the
SET RequestedNumJobThreads "0"
SET RequestedNumWorkerThreads "0"

also repair, and delete the ShaderCache.cooked
Even updated my video driver!

Still got this isuse!!!!

I am having the exact same issues. It seems to happen when ever I look at glowing objects or in dungeons. I've made an album of some of the screen tears...

I only noticed this happened after the last big update. Please can you address this, it happens so often I'm considering not playing until it fixes. It makes it difficult to see things I am attacking at times.

Yea, im not really wanting to play much either. I dont understand why they would even put this patch out with all these issues.

As someone who wanted Zenimax to put a proper full screen mode into the game I was pleased to discover that they finally had with the latest patch. I also noticed graphics tearing after the latest patch and it turns out the ESO now defaults to full scree mode; it feels a bit of a retrograde step, but going back to full screen windowed mode sorted these out for me.

I am having this issue too. I thought I was the only one, because I asked in zone chat and everyone is acting like I am crazy.

Do you have NVidia Graphics like I do? I am wondering if it is a conflict with NVidia cards that are not SLI configured.

I have seen bird images when I fight NPCs that cast those green shadow birds at me. I get this like exclamation shadow on my screen... How do you put an image into your comment? It keeps telling me my files are not allowed.
