Screen tearing and fps drops

Ok so for a week now I have been getting bad screen tearing and fps drops along with flickers.
The flickers have seem to stop a bit. still happens on occasion.
No luck with eso support....
Rig is as followed

CPU- I5-4670k
GPU- Gigabyte R9-290 Factory OC
RAM 16GB corsair vengeance 2133
Mobo- Gigabyte GA-Z87X-UD5H
PSU- Corsair TX850M
Well ventilated case with 9 fans so not a issue with heat
HDD normal 5200rpm not the issue so don't suggest a SSD...
Monitor Samsung 32" tv 60hz Thought it mite be the issue. Bought a Samsung 27" LED Monitor 5ms 1080P made no difference.
using HMDI of course Cable is not the issue.

This is on a clean install of Windows 7 64bit.
And the only thing on my PC at the time is ESO
Tried a second clean install no luck
Driver up to date.
Tried clean uninstall and reinstall of drivers no luck.
Vsync um yeah we all know this fixes tearing but seriously i'm not losing half my fps. plus doesn't really fix issue.
PC in high performance power saving mode--- which means cpu parking is off.
Aero disabled.
Tried running lower graphics still no luck. And if that did fix problem we would have bigger problem... should be able to ultra this game -_-
No background tasks running that would slow things down.
Rapter is not installed um yeah never found a good use for that optimize?? um not really or you would have fixed my tearing and fps drops....
Tried changing GPUs had a GTX Asus gtx 770. Returned for a better R9-290
Got enough vram of course at 4gb..
Internet connection is great no problems there unless you know of a magical fix lol.
Nothing is OC besides factory gpu oc which is stable.
Stressed tested gpu no errors. didn't stress cpu all brand new and well above recommended.
MY laptop ran this with out tearing but gpu was not good enough for ultra so yeah. sad when a laptop can run better than a pc lol that's when you know you got a problem.

NO FANBOYS please don't need raging about parts its a pc good enough to run game leave the drama out of it please.

    I expect you have forced Vsync (Via AMD Control Panel)? Try changing the Page flip to 0,1 and the max it will go to, think its 6 with AMD/ATI.

    Try disabling your AV and or Firewall. Check on your temps. Try core temp and MSI afterburner which can do onscreen overlays, both are free.

    Have you tried other games? I know people complain about comparison but this is more to test if there are other issues with performance and not just ESO.

    Have you checked your performance via use Passmark, Sandra, 3DMark, Heaven? then compared them to others.

    Yes have tried vsync with CCC
    Not sure what page flip is please explain.
    Don't have other game to test.
    Temps are fine.
    Did stress tests such as 3dmark and things seems fine.
    Sry for rough reply did it from phone lol
    This screen tearing is killing my game...
    Never had this problem with other games when I did have them to play.

    Yeah the screen tear can be an issue, I get it and im under the 60 frames of my monitor which is strange to say the least. They did a update and added true full screen, have you tried going back to borderless window mode?

    Page Flip or Flip Queue sets how many frames are prepared my you CPU in advance to be rendered by your GPU. Setting it to a low number will produce less stress on the CPU but can increase FPS but setting it to a high number can produce smoother game play.

    Also you could try Radeon Pro and set your Frame rate to -1 below your monitors refresh rate and if you do this, you can turn off Vsync which should increase your performance as radeon pro will control the fps.

    Note: You will need RadeonPro or Ati Tray Tools to adjust the Page Flip/Queue on AMD cards.

    I do have Radeon pro as I'm messing around with sweetfx. Tearing was happening before messing with this. I'm an getting over 60 sometimes 99 fps which I'm assuming is causing the tearing. Then sometimes I get 30-50 fps I don't understand these fps drops... Haven't paid attention if tearing is happening at under 60 fps will focuse on this tomorrow. Also will try to do the page flip hope it works. Have you fixed your tearing??

    Was reading a few forums. Seems amd new drivers will not allow a flip queue to be changed. It just sets it back to default of 3.
