Scourge was not intentionally removed from the campaign options. We're looking into why it's not appearing.

i have been in scourge since 5 day early access. all of my achievements and leader board info is gone. will it remain this way? can i go back?

Fixed.
EP is not the only one zerging on Wabbajack, all 3 factions are population locked in NA prime time and run in huge groups. Maybe you personally don't run in those groups, but they're still present.

Well I don't run in the zergs most of the time.

I like Wabbajack because its the only place I've found small scale PvP to be viable and fun. I can actually find random opponents in the open world, just traveling around. I find people in quest hubs, dungeons, ect.

Camping transit lines, bridges, and way gates is actually a thing.

If I remember another thread, while they were creating new zones, they accidentally ended Scourge prematurely. They're working on either re-opening it or doing a proper 'close'.
